“New European
Standards for Asphalt”

John Bradshaw-Bullock, of Aggregate
Industries, gave a presentation entitled, 'The European Standards for
Asphalt', to a joint technical evening for the Institute of
Quarrying South Wales Branch,
and Institute of Asphalt Technology Western Branch,
on the 24th October 2007.
The European Standards for Asphalt are
intended to harmonise asphalt materials and test methods across Europe and thereby eliminate barriers to trade.
The new Asphalt Product Standards are
under the EN 13108 series. For the UK, this comprises of eight parts; with
Parts 1 to 7 covering individual material types, and Part 8 relating to
the properties of reclaimed asphalt, when used as a constituent of asphalt
materials.
Additionally, Part 20 relates to the Type
Testing requirements of materials, and Part 21 covers the requirements of
Factory Production Control.
John highlighted the key differences
between the new standards for asphalt and the current British Standards.
Critical to the interpretation of the
European Asphalt Standards is PD 6691. This Published Document, produced
by the BSI, provides specific guidance on the use and application of the
new standards within the UK.
When used in conjunction with EN 13108, PD
6691 provides the specification requirements for the material mixtures
that are applicable to the UK. This covers the mixture specifications for
Asphalt Concrete, Hot Rolled Asphalt including Pre-Coated Chippings and
Stone Mastic Asphalt mixtures.
The requirements for the testing of
asphalt materials are now covered under the European Standards EN 12697,
and the BSI have also published guidance document PD 6692 again to help in
understanding the differences between these and the old BS598 test methods
applicable to the UK.
The former 'Part 2' documents in British
Standards 4987 and 594, which dealt with the specification for transport,
laying and compaction of asphalt materials has been replaced with a new
Standard, BS 594987. Very importantly this new standard contains a series
of laying and testing protocols to enable Type Testing in the UK to be
carried out using samples taking from a laid mat.
The Specification for Highway Works has
also been amended to bring it into line with the European Asphalt
Standards for Asphalt.
All new Standards are implemented in the
UK on the 1st January 2008, the same date that the existing BS
Asphalt Standards are withdrawn.
